Pada sisi ekonomi masyarakat, lanjut dia, 77% penduduk Sulteng hidup di desa bergantung pada bidang pertanian. Visi pemerintah bertumpu pada pertanian atau agribisnis, tapi pembangunan pertanian tidak saling terkait antar daerah. Kabupaten dibiarkan menjadi produsen saja yang selanjutnya daya tawar komoditinya kalah oleh rentenir.
“Pemerintah gagal tangani distribusi, konsumsi dan pasar. Petani dibiarkan cari pasar sndiri. Hal ini tercermin dari Nilai Tukar Petani (NTP) yang hanya di atas 100 pada tahun 2014 dan sebagian 2015. Selebihnya di bawah 100 yang artinya yang dijual petani lebih rendah ketimbang yang dibelinya bagi kebutuhan harian. Cita-cita agribisnis jauh panggang dari api” kata dosen FEKON Universitas Tadulako ketika dikonfirmasi Koran Trilogi.
Dari sisi sumber daya manusia, sambung dia, ada terdapat dua sub kriteria yakni pendidikan dan kesehatan. Dari sisi pendidikan, dia menjabarkan, jarak rumah penduduk ke SD/MI di Sulteng mencapai 13,36 km, sedangkan secara nasional jarak hanya 8,73 km. Kemudian jarak dari rumah penduduk ke SMP/MTs sepanjang 13,43 km sedangkan nasional hanya 7,97 kilometer. Jadi rata-rata lama sekolah di Sulteng naik dari 7,69 tahun pada tahun 2011 kemudian naik menjadi 8,52 tahun pada tahun 2018. Angka ini, kata Ahlis Djirimu, jauh lebih tinggi dari nasional yang naik dari 7,73 pertahun menjadi 8,17 pada periode yang sama.
“Sayangnya temuan lapangn hasil riset Dr. Asep Mahfudz menemukan, dari 20 % anggaran pendidikan di Sulteng, hanya 6% yang benar-benar bersentuhan langsung pada pendidikan masyarakat khususnya masyarakat miskin. Selebih, 14% habis pada birokrasi. Buktinya pada tahun 2014, anggaran perjalanan dinas Dikbud Provinsi mencapai Rp 8 Miliar paling besar di antar OPD” jelasnya.
Ahlis Djirimu memberikan contoh pada kegiatan tahunan Olimpiade Sains Nasional (OSN), kontingen Sulteng lebih banyak diisi oleh birokrasi pendidikan ketimbang siswa dan guru pembina mata pelajaran. Padahal anggaran tersebut dapat digunakn persiapan sebelum lomba seperti di provinsi Jawa Timur dan Provinsi Kalimantan Barat, mereka bahkan menyewa guru terbaik memberikan pembinaan.
“Jadi jangan berharap pendidikan maju di Sulteng bila mentalitas birokrasi pendidikan masih seperti sekarang” bebernya.
Untuk itu kedepan kata Ahlis Djirimu, sebaiknya calon pemimpin Sulteng mnghadapi masalah rentang kendali SMA/SMK/MA yang panjang pasca UU No. 23/2014 tentang pemerintahan daerah. Begitupun pada sisi kesehatan mentalitas birokrasi “project” tidak berbeda jauh dari pendidikan Usia Harapan Hidup (UHH) selama tahun 2011-2018 hanya naik dari 66,39 pertahun pada 2011 menjadi 67,78 pertahun pada 2018 atau hanya naik 1,39 pertahun.
“Angka UHH ini jauh di bawah UHH nasional yang naik dari 70,01 tahun menjadi 71,2 tahun pada periode tersebut. Angka Stunting pada tahun 2018 di Sulteng mencapai 36,4% dari total balita dengan tingkat tertinggi di Buol mencapai 41,3% dan terendah di Banggai mencapai 31,5 %. Hal ini memiriskn hati karena Bupati Buol dan Gubernur Sulteng adalah orang kesehatan” ungkapnya.
