RAPOR MERAH… BUKAN MANAGER SEMBARANG ADAMA
NAMA LAMA muncul dalam sengkarut pengaturan kuota paket proyek jalan di Balai Pengawasan Jalan Nasional (BPJN XIV) Wilayah I Sulteng. Figur yang diduga memiliki jaringan lobi kuat, berpengaruh dalam mengatur siasat dalam mendapatkan jatah proyek.
Berbulan – bulan proyek pemeliharaan rutin Long segment infrastruktur Jalan Nasional di Provinsi Sulawesi Tengah, dikerjakan oleh kontraktor kakap. Gara-gara kelakuan dia, kwalitas hasil pekerjaan pemeliharaan rutin infrastruktur bermasalah di Balai Pelaksanaan Jalan Nasional (BPJN) Sulteng ini menggunung. Nilai sanksi fincial untuk pengembalian bahkan sempat menyentuh angka Rp1,1 Miliar.
Berbagai upaya dilakukan pihak penyelenggara jalan nasional wilayah (PJN) wilayah I, dari memberikan sanksi denda hingga mengancam memberhentikan kontrak kerja PT Kurnia Graha Mandiri. Langkah itu demi mengikis rapor merah Adama yang memangku jabatan manager proyek di PT Kurnia Graha Mandiri, paket long segment yang ditawar dengan nilai paling terendah sebesar Rp14 Miliar dari total HPS Rp19 Miliar.
Penerimaan hasil serah terima pekerjaan preservasi pemeliharaan rutin ruas jalan Lakuan – Laulalang – Lingadan – Dalam Kota Tolitoli – Silondou – Malala, dengan nilai pagu mencapai Rp19 Miliar, sepanjang 200 kilometer di PJN Wilayah I tahun ini agaknya bakal mengecewakan. Sinyal ini sudah disampaikan oleh Pejabat Pembuat Komitmen (PPK 04) PJN Wilayah I, Hendro pada Sabtu malam.
“Sudah level tertinggi pak kepala balai menegur langsung ke pak Adama. Ya itu bagaimana lagi, saya punya proyek dikerjakan seperti itu, saya gak enak dengan ka balai. Bayangkan hanya gara-gara Adama, Setiap rakor selalu nama saya yang disebut-sebut. Sudah tiga kali nama saya jatuh disebut seperti di arisan hehehehe”. Kata Hendro ketika berbincang di ruangan loby hotel, di Kota Palu.
Saat mengungkapkan satu perusahaan lokal tak mampu memberikan kwalitas hasil pekerjaan yang baik. Pihak BPJN bahkan merugi meskipun sudah disuntik penyertaan pencairan dana proyek Miliaran rupiah.
“Kami yang dirugikan, kepala jadi pusing. Bayangkan saja dari HPS 19 Miliar di tawar jadi 14 miliar tidak gila itu, 5 miliar yang dia buang. Memang dengan kondisi pekerjaanya seperti itu konsenya sudah mencapai lima persen dan itu sudah bisa diambil alih oleh kami, jika kita bicara dalam aturan, tapi saya pikir saya uang dari mana mau kerjakan. Saya bahkan sudah menawarkan ke kontraktor lain seperti Bolong, Djony Fonky mereka semua mundur dengan alasan gak enaklah sesama kontraktor,” jelas Hendro kepada Trilogi.co.
Sepanjang 200 kilometer jalan yang menjadi tanggung jawab dalam preservasi pemeliharaan rutin tahun ini, pihak kontraktor pelaksana belum melakukan pekerjaan secara maksimal. Hal ini di kemukakan Hendro pada pertemuan singkat disalah satu ruang lobi hotel di Kota Palu Jumat malam. Pada perjalananya, sejak penetapan pemenang hingga masuk masa berakhirnya pekerjaan, selalu menemui jalan terjal.
“Ini si Adama sudah saya peringatkan agar segera melakukan perbaikan yang rehab minor. Tetapi dia selalu saja sampaikan akan dikerja dengan alasan masih mengerjakan yang mayor dulu. Dengan kejadian ini, saya sebagai PPK sudah buat komitmen dengan Adama, agar dia jamikan dana 10 persen dan saya tahan 10 persen jadi 20 persen semua total dana penjaminan untuk pekerjaan itu. Kan gila, baru ini terjadi diterapkan kepada kontraktor. Pada intinya kami hanya ingin memperbaiki dan memelihara jalan itu agar tidak terjadi kecelakaan. Bahkan kalau bisa si Adama ini dan perusahaan ini tidak usahlah di ikutkan lagi dalam tender,” tegas Hendro.
Sementara itu Manager Proyek PT Kurnia Graha Mandiri, Adama yang dikonfirmasi terkait dengan preservasi pemeliharaan rutin jalan PJN I, melalui nomer ponsel pribadinya tidak tersambung sampai berita ini diterbitkan. Berdasarakan beberapa informasi, disebutkan jika Adama saat ini lagi berada di Kabupaten Buol.
Hasil penelusuran Trilogi.co belum lama ini dilapangan, ditemukan sejumlah ruas jalan yang masuk dalam pemeliharan rutin yang dikerjakan oleh PT Kurnia Graha Mandiri, dengan NPWP : 02.934.316.7-805.000, sangat memprihatinkan. Tingkat kerusakan bervariasi, mulai dari aspal tergulung, bergelombang bahkan sebagian sudah mulai mengelupas. Tentunya dengan kondisi itu akan menjadi ancaman bagi pengendara yang melintasi jalur tersebut.
Memang sungguh ironis anggaran yang gelontorkan oleh Pemerintah pusat sebanyak puluhan miliar untuk menggeber sejumlah proyek untuk pemeliharaan rutin dihasilkan dengan kwalitas pekerjaan yang sangat buruk. Tentunya banyak yang menuding jika kontraktor pelaksana hanya memikirkan keuntungan semata ketimbang kwalitas hasil pekerjaan.
Adama adalah yang memangku jabatan sebagai manager proyek di PT Kurnia Graha Mandiri, cukup berhasil memenangkan sejumlah proyek di Sulawesi Tengah. Tapi bukan berarti bisnis Adama berjalan tanpa celah. Pada tahun 2014 lalu, pernah mengerjakan sejumlah paket jalan dalam kota Palu yang di helat Dinas PU Bina Marga dan Penataan Ruang Provinsi Sulawesi Tengah. Kondisi kwalitas pekerjaanya juga sangat memprihatinkan.
