TARGET TINGGI SYAIFULAH JAFAR
PEMERINTAH Provinsi Sulawesi Tengah mengebut pembangunan berbagai proyek infrastruktur di sekujur daerah. Sebagian sudah mendekati target Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Tahun 2011-2016. Tapi tak sedikit juga yang masih jauh dari harapan.
Syaifulah Djafar berlomba dengan waktu membangun proyek infrastruktur disekujur daerah, jalan Provinsi di Sulawesi Tengah. Pelbagai pekerjaan dikebut, merambah berbagai sektor, dan dilakukan hampir serempak. Kegiatan ini menimbulkan kegairahan di masyarakat, tapi sekaligus memunculkan pertanyaan tentang keberlanjutan proyek-proyek tersebut.
Prioritas membangun infrastruktur yang dipilih pemerintahan Longky melalui tangan kananya Kadis PU Bina Marga dan Penataan Ruang Provinsi Sulteng. tidaklah keliru. Dengan Menggenjot pembangunan fisik, Syaifulah Djafar dipuja dan puji. Dari akrobat pendanaan hingga pencitraan. Meskipun sebagian orang menuding jika pembangunan infrastruktur di Sulteng belum relatif tercapai dengan anggaran ratusan miliar dikelolahnya dibandingkan dengan provinsi lainya.
Kadis BMPR Provinsi Sulteng dikonfirmasi melalui pesan singkat ponsel pribadinya enggan merespon, dan sepertinya memilih menutup diri rapat-rapat untuk tdiak mau memberikan pernyataan kepada media ini. Hingga berita ini diterbitkan bekas Kadis PU Parigi itu masih memilih bungkam.
Dari catatan penelusuran Trilogi.co, kondisi jalan Provinsi sebelum ada pelimpahan kewenangan sesuai Undang – undang 23 tahun 2014, panjang jalan provinsi mencapai 1680 kilometer yang tersebar di wilayah kabupaten/kota se-Sulteng hampir semua sudah terkoneksi. Setelah ada perubahan pelimpahan kewenangan, jalan Provinsi menjadi jalan Nasional maka panjang jalan Provinsi menjadi 1411 kilometer. Ironisnya diakui jalan mantap itu, telah masuk ke jalan nasional.
Dari yang berhasil dihimpun serta pantauan Trilogi.co dilapanagn beberapa bulan lalu, sampai saat ini, kondisi jalan mantap (baik dan sedang) masih 60,36 persen. Artinya, dari total 1.411.53 kilometer jalan provinsi, masih ada 39,64 persen jalan yang rusak ringan dan rusak berat. Jalan provinsi ini menghubungkan pusat-pusat produksi. Masalah lainnya adalah terdapat ketimpangan antara kemantapan jalan nasional dan jalan provinsi serta jalan daerah. Data tahun 2015, kondisi jalan yang mantap mencapai 93,83 persen dan tidak mantap 6,17 persen.
Untuk tahun 2017 ini, Hasil penelusuran Trilogi.co, juga menemukan dalam rancangan anggaran, DPU Bina Marga dan Penataan Ruang Provinsi Sulteng, menerima gelontoran dana Anggaran Pendapatan Belanja Daerah (APBD) sebesar Rp152.35 miliar, serta Dana Alokasi Khusus (DAK) melalui APBN sebesar Rp21.75 miliar dana infrastruktur untuk penyelenggara jalan. Hal itu tentunya untuk mengejar target yang sudah ditentukan sebanyak 75 persen.
Dari ratusan miliar dana yang yang digelontorkan di tahun 2017 ini, diketahui untuk membiayai beberapa kegiatan peningkatan jalan, pembangunan jalan, pemeliharaan rutin jalan, serta pemeliharaan jembatan yang tersebar di beberapa daerah di Provinsi Sulteng.
Hasil riset Trilogi.co, dari beberapa sumber menyebutkan terkait dengan anggaran. Dari Total Rp174 miliar APBD dan APBN tahun anggaran 2017, yang digelontorkan oleh Pemerintah kepada Syaifulah Dajafar yang menahkodai DPU BMPR Prov Sulteng, sebagai berikut.
- Alokasi APBD Rp152.35 miliar dan Alokasi DAK APBN Rp21.75 miliar
- Target penyelenggaraan jalan sebanyak 79 persen.
- Peningkatan jalan sepanjang 30 kilometer
- Pemeliharaan rutin jalan sepanjang 1.385 kilometer
- Dan pemeliharaan jembatan sebanyak 303 unit
- Pembangunan jalan 8 kilometer
Dengan mengusung slogan jalan provinsi mantap. Syaifulah Jafar gencar membangun proyek infrastruktur hingga kebagian pelosok di daerah Provinsi Sulteng. Mimpi besarnya menyediakan jaringan konektivitas di semua wilayah dan memupus kesenjangan ekonomi di sekujur daerah di Sulteng. Terbagi menjadi proyek strategis daerah, total kebutuhan anggaran infrastruktur pada 2017 mencapai Rp174 miliar lebih. Dari jumlah itu, Rp21.75 miliar pembiayaan mengandalkan Anggaran Pendapatan dan Belanja Negara (APBN) serta Anggaran Pendapatan dan belanja daerah (APBD).
Lemahnya pengawasan untuk pembangunan dan perbaikan jalan dituding sebagai faktor utama kerusakan jalan di Provinsi Sulawesi Tengah. Salah satu sumber Trilogi.co menjelaskan ada tiga hal yang menyebabkan jalan rusak meski tengah di perbaiki.
Pertama pembangunan atau perbaikan jalan tidak dibarengi dengan pembangunan dan perbaikan drainase. Menurut sumber, banyak drainase saat ini yang ada tertutup dan dipenuhi endapan lumpur serta sampah. Sehingga, ketika musim hujan turun, air yang menjadi musuh utama perbaikan jaan kembali berulah merusak jalan.
Apalagi banyak perusahan tidak menyediakan drainase yang baik dan membuat seluruh air hujan yang jatuh di perusahaan tersebut tumpah ruah kejalan. Kedua tambah sumber, banyaknya kenderaan, yang masih melanggar melintasi jalan dengan kendaraan notase berat meski dilarang. Dan ketiga, kerusakan jalan disebabkan karena spesifikasi bahan aspal/hotmix dan beton yang dilakukan tidak sesuai dengan diterapkan.
“Selama ini penaganan jalan dan air tidak berbarengan. Akibatnya banyak jalan di Sulteng yang tergenang dan merusak jalan,” Tegas sumber meminta identitasnya tidak publis.
Solusinya, tambah dia, pihak Aparat hukum meperketat pengawasan perbaikan jalan mengingat banyaknya jalan rusak di sejumlah titik baru. Sebab DPU BMPR Provinsi Sulteng hanya memiliki kewenangan untuk memperbaikinya. “Kalau usia aspal, beton belum setahun datau dua tahun sudah rusak, ya berarti ada penyalahgunaan spesifikasi. Periksa kontraktornya dan awasi terus,” pintanya.
